STELAR, Performance Tax Enter Spotlight in Congress

The two U.S. House committees with jurisdiction over STELAR and music royalties advanced legislation last week on both topics, generating mixed feelings among broadcasters. The sudden movement on STELAR indicates that time is short for a final agreement on whether to pass anything or just let it expire at the end of the year as scheduled. But the introduction of a bill laying the groundwork for a Performance Tax is the start of a new phase in the long running battle to stifle the measure.
