FCC fines Texas TV station $20,000 for alleged “kid vid” violations

The FCC has fined Winstar Odessa, Inc., licensee of KWWT-TV Odessa, a combined $20,000 for alleged violations of Section 73.3526(e)(11)(iii) and Section 73.3514(a) of the FCC’s rules.

In a June 16 forfeiture order, the FCC order said KWWT failed to file its Children’s Television Programming Reports (FCC Form 398) for 16 quarters and again violated the commission’s rules by “failing to report those late filings in its renewal application.”

The FCC’s Video Division issued KWWT a Notice of Apparent Liability (NAL) for Forfeiture on March 29 to which, the FCC said, the station did not file a response.

In light of the specific facts and circumstances before us, we find the licensee’s violations warrant the forfeiture proposed in the NAL,” the FCC forfeiture order said. 

The station has been ordered to pay the fine within 30 calendar days of the June 16 forfeiture order.
