The Copyright Royalty Board has ordered that most digital music services provide ”census reporting” of all songs played by their service, along with other information including the number of listeners who heard each song each time it was played.

The new general rule requiring census reporting applies to all digital music services that pay royalties to SoundExchange for the public performance of sound recordings.

  • Schedule set annually by Texas’ two Primary Entry Point (PEP) Stations: WBAP-AM Dallas-Fort Worth and KTRH-AM Houston
  • The PEP stations initiate the RMT on the Tuesday of the first full week of each month
  • If the RMT falls on a holiday, the test will take place on the following Wednesday
  • Other EAS regions receive the RMT via either a daisy chain relay or by the Texas State Networks’ satellite dissemination
  • If a station doesn’t receive an RMT, the FCC requires the station must make “a good faith effort”ť to determine why it was not received
  • It is sufficient to make an inquiry to the local primary station and note the inquiry in the station’s EAS log

All stations, commercial and noncommercial, must prepare these lists and place them in their public files within 10 days of the end of each quarter.

Unlike EEO reports, which are prepared on behalf of the local station group, the Quarterly Issues Programs list is station specific.

Each station should have its own Quarterly Issues Programs list, reporting on programming broadcast on that station, and issues of importance to the viewers or listeners of that particular station.
